Shop will still remain open and they are still going to control traffic just free launch. So no cars going through on busy days except with trailers.

I reckon that will be fine.
What they don't want is everyone going out on a charter parking in there and taking up trailer spaces. There are over 20 Charter Boats working out of Patto during Snapper season with up to 10 client's if they all parked in there and all came in individual cars you could loose alot of trailer spaces or people just parking there to fish off the bank or just go for a walk.
