I'm going to be spending a few days at Torquay and was wondering if there is any jetties in the area where one can dangle a line? Or is of the beach the only real land based option apart from spring creek?

There's only beaches and rocks for landbased fishing down that way until you get to Lorne.
It's mostly southerly winds this weekend which isn't great for that neck of the woods but if you pick a morning with light winds you could spin the beaches with a slug for salmon or something.

There's couple jetties there at the mouth of the river. Fishing can be good there.

The Barwon river is a fantastic place to fish. heaps of landbased options and a couple of jetties

ditto what the other folk have said.... Barwon has plenty of options.
My only addition would be to aim for wetting the line just either side of the tide changes. When the tide is in full swing the flow rate can be wicked fast at times and if its a weedy day, its a pain in the bum x 2. But... its either that or from the beach IMO .

... Just to add, there are plenty of tales of the Silver Ghosts (Mulloway) haunting Barwon River during the evenings if you are up for the challenge.
