would it be legal for me to go fishing on the piers at port Albert, and while I am fishing drop that net next to the pier and tie it off onto the pier without a tag saying my name and where I live on it?

Yes, I'm sure you can use that net for crabbing.
As far as I know, you cannot leave it alone within x meters from the owner.
