I did try sand it and wd40. still does not go to the end but has reduced the gap by a lot maybe 8mm left.

It's the ferrule length and width being slightly out. Won't affect the rod 1 bit so don't bother with anything else to get them together

A lot of rod models like that. Its kind of normal.
Keep using it and it'll eventually wear off and will fit. Even if it doesn't, it won't affect much on anything. Don't stress too much about it. Apart from it looks weird, its not "harmful".
