Thats what I have installed in my boat in the cabin. It stays there permanently I had to extend my leads my haines 650 has 2 batteries either side of the transom no issues at all just make sure the one marked must go to the battery connected to the engine is correct.

As your batteries will never be totally flat (0 volts) this will be insignificant. Now that I think about it... 14.8 volts seems high for only a 4A charge. Most vehicles only charge at around 13.8 volts.
I'm guessing you want to leave the chargers on in 'float' mode so your batteries are always topped-up. You will have no troubles.

Mine is a 12amp unit when I return from fishing I plug it in it maintains the battery really happy so far with mine

Extended my charger leads by 1.5 mts with 2.9msq cable used cable size calculator to work out the voltage drop for cable size final voltage drop was 0.2 of a volt
