I'm going koh se mui next week. Any tips ?
Topcats is the only park on the island afaik. They have a website with all the info.

Are you taking gear with you for non-park options ?

I didn't check out the shops on Samui but there is at least 1 on the road into Lamai. I spoke to a couple of Poms that said it was OK and the guy gave them some good advice. You can pick up cheap outfits no worries but they either won't have anything mid to high end or if they do it will cost the same as here or more. Terminal tackle is cheap. Most of the Thais use bait (squid) for the salt or some kind of bread/rice method mix for the fresh and the gear on sale usually reflects this.

If you have some room in your case throw in some jigheads 1/12 > 1/4 ish, a reel running 10 lb ish braid and some 6 to 12 lb leader. A couple packets of gulp and some paddle tail / curl tail grubs. If you are more of a bait fisho then just go to the local market and grab some fresh squid and rig as you would for pinkies or similar over here. Once you are there spend $20 on a rod that you can leave behind when you go. That'll cover you for the rocks, piers and estuaries. Topcats has gear as part of the deal as do all of the parks I've fished.
