Over years of landbased fishing (most of the time in the ppb) majority of keepers i can catch are around 28~32cm, you might have a boat and almost bag out 40+ but not everyone has the luxury. I only caught one 42cm snapper in the last 3 years...

Bream used to have a size limit of 26cm in PPB and plenty of people would keep them. Essentially the same fish in terms of structure and meat as a pinkie.
If you cook them whole there is a lot less waste and plenty of meat if you have a few of them.
