If you're going for trout and don't want to break the bank try the strike pro smelta's. Or to really not break the bank go with some small paddle tails 3" give or take.

Personally I wouldn't bother with cicadas. You'll catch more on hards or plastics.

Trout will take cicadas, especially small ones. It depends on where you fish and what conditions you have. Maybe not as much as some surface baits but they will take them

Supercontinent soft plastics on AliExpress are pretty solid for the price, though AliExpress shipping takes a month.
Been using their aji, and paddle tails and never had any issues.

The best way to get good hards at a reasonable price is to keep an eye Facebook marketplace for the right type of lure. Becomes harder when you want something specific but for trout hardbodies there will be heaps coming up
