Underway is not at anchor or made fast to shore. So technically if you are anchored you do not have to wear it.

That doesnt seem right...so many things can go wrong when your anchored

Good catch! I don't really hear too many reports from down that way. Either no Ody catches anything or they keep it a secret. Have you ever done any good on the squid down there?
