What about women's tights?? I've never worn them, but, women wear them in all weather conditions under a skirt. The only downside I can think of is access to "the big rig".
Can comment on "fishnets", if you have hairy legs, they get itchy

Might be a viable option for the bream fishos out there but it’s not for me
