Safety first. It's a public waterway through the CBD, therefore this is nothing shy of dangerous/careless driving imo. If they need to "train", the wankers can do it on private property. I'm not allowed to take a race car on the public roads to "train" and break the law, so why should rowers be allowed to "train" on a public waterway and break the law??
You only need to look at the way they think they own Lake Wendouree to get a taste of their "my crap don't stink" attitudes. Why don't they receive speeding fines there? Because they're "special". I don't care for a compromise, they can get stuffed as far as I'm concerned.

You’ll find being part of a private club they are excluded from the speed limit laws. Record speeds are 12 knots or thereabouts. So majority won’t be much over 9

And rightly so imo. Just put mirrors on your bloody wanker rowboats

That is one of the concerns raised. If we weren’t thought of now how much consideration has been given to us with all these other plans Melbourne city has.

Probably none. If Parks and DELWP are anything to go by discussions between different departments are non existant until things have already been done....
