I'd happily have a crack at that, provided Bass Strait fish are included

Why would that be an issue? Is Bass Strait not considered Victorian waters?

It could be seen as an unfair advantage. Majority of fish are 45cm+

It could be un fair but
people with yaks can fish 1mt of water and sneak up on fish better and drift slower then boats

Pros and cons to both.

There will always be yaks vs boats
Small boat vs big boats

At bermagui you get 19 foot boats vs 30 to 40 footers when game fishing and probably same out of portland

The game boats can do 200 miles in a day vs a small boat that does 50.
Just remember Distance doesnt guarantee fish. Lol
