I've had a few where that has happened. Imo if the collar is sticky or tacky it is likely a chemical thing from something it was stored with, in your case the bag and if it is dry or crumbly its more of an age issue. Don't think you are at any risk of it with your current setup but one thing to consider is that if you do roll the kayak there is a risk you can get tangled in your lanyards and get stuck under the kayak

For point 5 the issue isn't rods coming out of holders and more so reels getting a lot of salt spray and rods in an area where it is more difficult to see them and reach them
