Mulloway is like a rare pokmom fish. It take ton of skill as angler to catch this fish. You could try winter or spring that maybe it becomes more active. Location is werribee River, best place to catch jewfish or somewhere that near estuary and have many bait fish and squid year round.

I've hooked few mulloways on various stuff, some were not intended for mulloway; chicken, cranka crab, pilchard, livies.
I reckon best is a live mullet. Live baits give 'panic vibration' when they're hooked (as live bait). That's a green signal for predators.
You can get good by catch too using live mullet.

if there is baitfish try catch some and put them straight on a paternoster is what i would recommend

if it is in streams near homes try bread because people probs feed the ducks and the mulloway would eat the scraps that the ducks don't eat? or just take a few baits toss them out on different rods see wich one hooks a fish first then change them all to that bait no more hits change again
