I thought it was a tracer round due to the angle and colour I would have thought lightning would strike vertically and is a more whitish blue colour

Yeah it's bull alright. The 'lightning' is actually the det cord setting off the underwater explosives.

Looks to me they blasted the entrance to the creek to deepen it, after the blast there's a lot of trees ? or sunken boat remnants floating in the water.
