Doesn't match your description but my guess is a big sambo or an eagle ray.. Kingy is possible but very unlikely...

Kingys come up the bays. There’s been kingys caught at the top of western port and they congregate around docklands in PPB, wouldn’t put it past it. By your description I have no idea what else it would be unless it was a Snapper

Go and chat to the guys at Southern Sportsfishing, they've had reports of Kingies around that area in the past....could be the reason the Whiting is so crap around there at the moment
