I did try use them for bait once a couple of times and never got a touch.

Yes those are the eels I caught. After a quick google they're Shorthead Worm Eels,Scolecenchelys breviceps, slimey little suckers and you're exactly right hornet, spend most of their time buried with just the snout exposed and do their foraging at night. I remember my father in law who was a gun angler in the area was convinced he caught "sea snakes", these are probably what they were.
