If bait fishing i like to use a paternoster with 2 hooks on, works well cos it keeps the bait off the bottom and prevents catching banjos. Also im a fan of the humble Hook->1.5m Leader->Swivel->Running ball sinker.

For flathead one of best rigs are paganoster rigs although most rigs will catch flathead if they are around

Running works in ppb over sandy areas.
Softplastic running along the bottom also very effective

I always use just a simple paternoster and do well.

Paternoster uses 2 snared hooks on the ends of dropper loops

I use the rigmaster whiting circle hook paternoster rig mate, cheap as chips and do easy to use. I generally drift of best results on flatties.
