How far are you willing to drive mate?

The real prime stuff for big flathead is out to the east of the prom.

I have caught my biggest flathead in swan bay and between swan bay queenscliff close to the island both bait or soft plastics both work well

Drift or really slow troll with soft plastics with different jig head weights, try around 1 meter depth over sand.
I have caught a few over 50 cm around werribee.

I too have caught big flatties down near swan bay, more specifically off the little beaches near the cut in queenscliff. Generally fishing in shallow water with squid baits, normally fish a paternoster to get 2 baits in the water but in less than a metre of water, wouldn't really matter. Have caught them up to around 65cm but normally get at least 50cm fish.
Here's a post i did a while back about it...

I have caught the odd good flattie (45-55 cm) as by catch when fishing out off Carrum for snapper in 18 m. The pinkie situation inshore is a bit of a problem at the moment, if you are willing to drive then go to the Gippsland Lakes where there are plenty of duskies.

Quite simply, go to Marlo!
Monster flatties down there even land based!
