Recently moved to Vic from WA and have been taking the dinghy out off st kilda and have been doing ok on the pinkies and kg whiting. On a side note - finally landed a decent land based snapper off princes pier the other night! Was stoked to get one of size off the pier after countless hours chasing one.
If i was to chase a gummy in a tinnie and not head to far out i'd be fishing out of Werribee. Pick a nice day with a light north westerly or westerly. or a really light south westerly. Head straight out of the Werribee river in about 6-8m. You can also get good whiting and squid out there.

I don't fish PPB but in westernport I (use to) have luck up against the deep side of a ledge in pretty much any channel, usually around 4-8m deep. I use fresh squid heads because I catch squid but I have heard on this forum that banana prawns from Safeway are a killer gummy bait.
Dusk and dawn were the best times, last 2 hours of an ebb tide.
I usually put in about an hour in a spot and if no takers in that time I move. Gummys are supposed to have very good ability to smell out food and cruise the drop offs so if there is one near by he will be onto your bait pretty quickly.
Not sure how much of this is relevant to PPB but good luck out there bud.
