So clarifying, are the licenses purchased as individual catch limits or do they draw as percentage from a pool of total tonnage?
If accurate which it's fair to say it is, this means that only 10% of commercial fishers remain in the bay compared to a year ago.

They've got 7 yrs to accept a payout package.
None of them had to accept anything for 7 yrs, but the majority of them have accepted the first offer put out.
