That's because the payout system was set up so that for every year you renew after April 1st this year, the lower the % of money you would get for not renewing and effectively being bought out.

Hopefully the affected fishers are able to sort out new jobs soon enough. I wonder if any of them will get into charter fishing? They'd certainly have the knowledge of the bay to make a fist of it.
