Is a loaded gun question, and I am going to add to it.
It depends on if you want live or dead snapper, the dead ones are either in someones boat/freezer or the markets and you'll find plenty of pictures of snapper on facebook and fishing forums.
If you want live snapper, well they live in the salt water.
Snapper tend to do follow a migratory pattern entering and leaving the bay at specific times,

I am no expert on the patterns of snapper and most of the information I get is from fishing reports, plus the occasional tip off.
I have caught snapper landbased at Lang Lang, I have seen snapper caught at Gunamatta at night. I have seen them caught off Brighton, Moridiallic, Frankston, Mornington piers.
They are also caught off of the Mt Martha rocks.
So where do you find snapper depends on a number of factors, like the time of year, the water temperature, water salinity, the availability of food.
When there is a westerly blowing snapper can move in shallow, and they also move in shallow at night as well or so I am told.

The beach at the mouth of martha cove has some fantastic LB snapper fishing around November , fish up to 5kg are common .
All the normal baits pillies , squid etc will get the job done .
Also the ocean beaches start producing just before the run into PPB , Koonya beach is worth a look.
