Bait Jigs

This may seem like a dumb question but its been bothering me for a while.

The Victoria fishing guide states you are allowed 2 hooks per line or one bait jig.
What do they consider a bait jig? are we talking feather jigs with four hooks or is it like a soft plastic? Mainly curious because i use feather jigs occasionally and i have never really understood whether or not they are allowed in their original form or if you have to take the additional hooks off?

You are allowed up to 6 unbaited hooks as long as they are less than 2cm long. You are only allowed 2 if they are baited.

This confused me for a bit too as they aren't hugely clear on it and using sabikis can be a bit of fun.

Thanks for clearing that up, i did see a guy get stung once by fisheries for having a sabiki with a lure on the end so i wasn't sure.
