An arm and a leg? Probably up to 50% of your purchase price. The labour is the expensive bit.

Is it even possible to buy parts, the spool on my Sienna is chipped and I wouldn't mind replacing it but is probably cheaper to buy a new reel.

The old pearl has rubber gasket called the friction ring. If it breaks, it can manifest your symptom.
For the CI-4, it could be the shaft bearing. Remove your spool and wipe the shaft with white tissue. If it is black, you may have some internal cleaning to do.
The bearing is less than $10 from shimano.
