Second the Emcast plus. Get 4500 or 5000 size. 5500 or 6000 are too heavy.
$200 would get you 2 if they are on sale like compleat angler sale last year in May. advantage is they have longer spools which will give you longer casting distance while taking more line. they have 15kg drag. Very smooth too. I had the emcast sport before which is one tier down and used them for years without any maintenance.

Re: Best surf reel?
I would suggest daiwa bg 6000 for a bigger chunky reel or add 40bucks and grab yourself a saragosa 6000. really light and powerful reel

The other Spinfisher Vs (6500, 7500, 8500) are also good, but a tad on the heavy side.
They are pretty well sealed and will take the odd dunking without any water ingress.
Very well made, with excellent line-lay too.
Mike.

Re: Best surf reel?
I bought a Diawa Windcast ($200) for surf fishing thinking a higher quality reel would make a bit of difference but honestly if I had my time over I'd just stick to the Penn Slammer 760. That isn't to say the Windcast isn't a nice reel, because it is and I do actually like it, it's just that the Slammer does 99% of what the Windcast does for a much lower price. Absolutely bullet proof reels, nice drag, more than enough line capacity and you won't feel anywhere near as bad when it gets covered in salt and sand.
Your rod will probably make more difference to your fishing, save the money on the reel and spend it on a better rod

Re: Best surf reel?
I think the PENN Spinfisher V should be the best one with a very good price/performance ratio... although it is not the best in performance, I still consider that its features are enough to hold every situation of fishing, so the key is in the price, with this performance, it got the best price of all spinning reels... So I strongly recommend you to take it... by the way, I got a review article about the Penn V spinning reel, you may want to check it up... http://10trumps.com/best-fishing-reels/#bestproreel
