G'day Mark,
I've found that early mornings or late arvos are the best times for gathering mullet. A burley mix consisting of bread, heaps of water, and a dash of tuna oil. Mix it right up so there are no bread chunks. This sloppy mix has worked great for me over the years. Use it sparingly too. A small piece of raw chicken for bait on a small long-shanked hook and a little patience, and you should be in business.

As red hunter said the sloppy mixture works very well, I just use little pilchard fillets for bait
Sometimes it could take a few hours for them to come on the bite
