One trial is to spread shells over a wide area, this is because the young shellfish need a hard surface to grow on and the shellfish reefs hadn’t been recovering to date because all the rocks and empty shells had been removed or damaged by the scallop dredging. From what I read about this one in Portarlington they want to use the crates of shells as a barrier to protect the shore from erosion. The aim is not so much to stop the waves dead but to take a bit of the energy out of them. Presumably in the past there were shallow shellfish reefs that did the same thing before they were dredged up.
