A basic thermal will add a lot of warmth, alternatively a wind proof outer layer may also help, maybe sub the hoodie for a soft shell.

Thermals and windproof gear will make the biggest difference. I layer a down jacket and maybe a flannel between the two for colder nights and usually my core is cooking while my extremities are frostbitten

Quality Merino wool thermals, wind/waterproof outer layers, beanies and warm footwear all help.
