issue with shackles?

issue with shackles?
Can someone clarify the issue for me.
I just bought the trail craft and weight on trailer is about 1.2 to so i need shackles that are rated to 1.5 ton due to going into nsw (i belive they require the rating on shackles).
My issue is on both cars we own the bolt wont go through the prewelded loop that is on the car. I can only get 1 ton shackles on there. And the 1.5 ton shackles wont fit on the chain either.
How do attach the chain if shacklea wont fit?

Unsure of this but wouldn't 2 x 1T shackles cover it 2x1T=2T ? As they would share the load with the chains crossed

I wouldn't even give another thought if it were me.....doubt anyone will even take a look at it.

This whole rated shackle business is bull.
Besides the fact that if your shackle won't fit through the chain, then I dare say the chain isn't rated either, so therefor defeats the purpose of using rated shackles.

Shackles are a very important feature.
We as Aussie should luv our shackles its our Heratige

Just get shakles roughly the thickness of your existing chain and you'll be right.
