Live bait tank question.

Prob a simple answer to this, but i have bought a new boat with a live bait tank and it has this setup (see pic) when i turn the live bait tank pump, water pumps into the tank, but then water drains out the hole shown straight away. As stupid as this may sound, do i just plug the hole with a rubber plug? or am i missing something really obvious? do i push tubing in it to raise the hole so the water level is higher?

reason i ask is i guess the idea is to keep the water moving...

ideas?

Yep. If you just bung it with a plug , you will be having to pull the plug by hand each time to drain and fill, not good for live fish !.
The overflow allows you to run the pump regularly to freshen the water supply, without having to fully drain it at all each time.
