The normal construction is they put t nuts in the ply wood then glue the foam to the plywood then cover with vinyl. Does the seat back have a zip along the bottom edge or is the vinyl stapled to the plywood. It doesn’t look like it’s stapled you need to remove the vinyl fit another t nut it’s probably corroded even might have to go up a size. Glueing of any kind is only a temporary fix

Clean up the bolt or get a new one. Try and retap the threads on the captive nut. If no luck using original thread then drill out and retap to an 0.5mm oversize and get a new matching bolt.

Got the back of the driver's seat off. 2 screws were yard but came out. 1 was already out from yesterday or so and 1 just turning.
Can't undo vynal at all to access nuts.
Pic added so you can see how they are attached.

So have to cut that bolt out.

Mite just lower a inch and reattach with thick screws or best to bog up holes and then screw into same position?

It's bottom hole on each side that's the problem looks like timer had written out around nut

Passenger side is worse.
On left hand side of back the wood is written 2cm around bottom hole and top hole to the side.
Only choice for now I think is to re install 1 inch lower.

Unless anyone else has a great idea?

I would think the dark coloured vinyl is stapled in the edge of the wood possibly at the bottom the white is wrapped around the wood. Remove the vinyl use the old wood as a template make a new one of marine ply new t,nuts then restaple vinyl using stainless staples. Or go to a trimmer and get a quote on how much to retrim would not be that much especially if you make the new seat backs

I think that what would have been on there originally but rusted away over time
