The mounts are designed with the teeth so that you can make small adjustments to the heights depending on sea and swell and whether or not you want your lures to run deeper or skip on the surface. It will be trial and error for you but don't touch or modify the mounts.

canned tuna, that explains it very well. The "teeth increments" sounds like where the adjustments should be focused on.
