You could get a ladder like frame welded up from square 25mm tubing and bolt it to the draw bar. My mate had something similar on his old trailer. The only thing is I thing you don't have enough room foing by the photo. You need at least a 300mm wide tread.

I have my spare wheel mounted upright on the side of my drawbar and it makes a very convenient and safe step. I use it on every launch and retrieval.

Didn’t take them both long to learn. My missus is quite good at it now actually. Last time we went she reversed it down perfectly in one go.
