Homemade raft. Is it allowed?

Hi everyone, I have been watching some videos on YouTube of people fishing off homemade rafts and I am thinking about making one but I’m not sure about the rules and regulations around making a homemade raft. I won’t put a motor on it and will only use paddles so I wonder if it classifies as a kayak? Any input appreciated!

No motor, so not a boat.
Can't see how There's be any restrictions as long as it's for personal use.

Pretty sure it's fine but you'll have to wear a life jacket. I did some research into home made boats once (I actually spent 6 months making one until a tree fell on it and I gave it away) and the rules seemed very relaxed for Victoria.

I reckon if tom hanks got away with not getting a permit on castaway then so should you. We cant be playing favorites
