I theoretically agree with the previous posts about weight being the main factor but my guess would be the police would say it's whatever limit comes into affect first.
So if only 4 people are rated on the build plate ( and they are under 500kg combined ) I would say limit your people on board to 4.

children aged more then 12 months
but less than 12 years will be counted
as 0.5 persons.

Just looked at my plate...
max engine = 130kg
max 5 people = 375kg (75kg per person?)
max people+luggage+motor = 595kg
*Thanks for posting this, Ive added winch and extra battery onto the boat, so Im estimating 4 x 90 kg dudes, esky and 100Lts of fuel will take me over the limit.

Do they count fuel considering they put a fuel tank in the boat assume you fill up before going out?

My understanding is its just people and gear ( rods, tackle, eski, bait, food)

Why would you add a motor to your allowed weight?
They have already subtracted it thats why they give you a max rating for motor.

I never thort about extra weight for winches and extra batterys.
How do i find out if boat specs included anchor and chain, electronics, secondary battery?

Im a fat guy and take no offence by it.
Im edging 120+kg

So no offence taken by me. You werent insulting anyone just stating fact as a example in a fairly poloite way actually.
I have a big boat well big eniugh for me and my friends that are skinny both sit in same side with the eski to level the boat lol.
They only about 70kg each lol

Yeah, you can get into trouble for calling people 'normal' these days....you never know if some ultra left wing vegetarian feminist is prowling around looking for an argument (ps. I need to loose a few kg as well!)

Normal these days every guy would be about 80kg according to doctors.
Its the real world, everyone is a different size and ill just leave it to that.
Dont want to affend anyone but it comes to a legality when restrictions come into place theres no arguing with it

The way a boat is calculated per person, is the average of 75 kg, plus 15kg for gear. So if your passengers are heavier than that lets say 3 blokes at 120kg each and another 45kg in gear, means that a boat that has a capacity of 4 is reduced to a capacity of 3 persons.

4 x 90 = 360 kg

3 x 120 = 360 kg plus 45 kg in gear means that this boat is overloaded.
