Tip it down the storm water drain
Wait a while and then light it.
Saw it done, when a snake went down a drain
Not legal, but a lot of fun
Those concrete covers are heavy to replace

A lot of local councils do have facilities to dispose of them for free. Even the cheapskate Brimbank council has a depot allow residents to drop off ... free of charge.

So I suggest check with your local council
