In general - no!
These are the times of maximum tidal flow.
Slack tide is around the high and low of Williamstown or check out the BOM site

However, this morning will be ok as it is a small flood tide will very low flow

So many better places to fish for kings than the Rip, with no boats around and no horrible currents to battle
