Strange the water police attended and were unable to board I can understand the fisheries being put off but vic police

I actually remember that. Wasn’t to far from him but could hear him. I believe their was a language Barrier problem and waiving of a flag. Fisheries tried to get close but on drift with engine running and moving away at times. Police basically watched and circled . They all drifted/slow moved from Clifton Springs to st Hellens-duration 1.5-2hrs
