There might be times that those choppy conditions produce but its really difficult to fish them. Personally I dont bother if I see a lot of sand in the water. Bottom feeders like it stirred up but pelagic species dont seem too.
Cast, catch and put it back

Choppy bay water = snapper. Clean ocean water = salmon.

So choppy dirty water can produce fish, but that piece of knowledge has been mis applied in this case.
