Id love to say that you are right about the netters in the bay Bowl, but unfortunately the one license down the southern end of the bay is getting a hell of a work out and will do so until it ceases in the future. From the outer harbour to down south is being absolutely raped so this will have an effect on fishing for a while
Is this last netter the one that supplies bait in Williamstown?
Has an outlet down towards the southern end of the bay
