Came across this method, would it be legal in Australia with so many hooks ?

Interesting technique! You can ask fisheries if it's allowed here in Oz or not.

In Victoria? There's a limit of two hooks per baited line (trebles, ganged hooks, and so on all count as single hooks for this purpose, I believe).

I'd reckon you could make a good argument that it's just a "squid jig" and hence it would be legal. Yeah, I admit, weird looking one but it is only Intended to catch one squid at a time and they are all ganged together. Obviously this is not a legal opinion and you'd need to find out from the correct authorities.
Just out of curiosity, was this used under a float in the video? How did he keep it off the bottom?

According to what I can make out from this graphic, the device is attached either immediately after casting out the unweighted liviebait or after the squid has taken the bait and the line is taught. (10 years living in Tokyo and I only learnt how to order beer in Japanese).
A mob called coastalfishing.com.au seem to seek them for about $25 in Australia.

Pretty interesting - would guess that you could call it a jig?
