Yeah, they're not attached to the bottom at all. So those little bolts are probably the only thing (other than gravity) holding them in place as several tons of water smash into them every couple of secondsFish-cador wrote:
I suspect those concrete slabs are only hanging off the edge and not pile driven on the bottom and only held by those bolts (possibly anchor bolts)

The article i posted mentions divers working underwater. So I'm guessing that maybe they are bolted on the bottom as well.
