After looking at purples picture of those things hanging there, my guess is it's metal fatigue of the anchor's holding them on.
Especially if they wave back and forth in a big sea.

but this older article i just found says its installed on both sides. could possibly be meaning installed back to back on the bay side of the pier

Pretty sure they go up to the lower deck area on the inside of the pier.

Thanks for the photos. It is clear to me now how the waves managed to lift those boards.
I suspect those concrete slabs are only hanging off the edge and not pile driven on the bottom and only held by those bolts (possibly anchor bolts)
