I don't know about willi but i have been to Altona a couple times this season and although it's been busy there is always street parking and plenty of parking in the paddock behind the fishing club which hardly got tickled.
Might be worth launching from altona if willi gets full quick

Well I'm here at willi 16m between p2 and falkner beamon and no fish still lol. Cant find anything but bait.on the sounder
