would the foam float stopper in that pic be the actual flotation device and the bubble float used mainly for casting distance?

Definitely NO stopper above the float,you want zero resistance when the trout takes the muddy.
If Your bubble stopper is cork or similar, the bait will not hit the bottom, that is how you set your dropper length to where you want it.

I trout fish with bubble floats alot
I grease the line but never have a weight btw the float and bait.....I like the mudeyes floating on top of the water.

That,s interesting Mick, I,ve never tried that. Do you grease to the hook?
Can imagine this being a winner with mirror conditions on water where the trout are rising.Do you twitch the muddy?
Years ago I read about bubble floating dry flies in this manner and put some in the kit but never got the right conditions.

Thats the problem with bubble floats the fish feels the resistance if a stopper is used. The beauty of the waggler its preweighted a small split shot to lock the waggler only the tip sticks out of the water no resistance when the fish takes the mudeye. Same as surface controllers pre weighted only the tip sticks out and casts a mile when landbased. Black crickets late summer killer baits

Yes works best on glassed out water
Im sure the fly would work as well

Those crystal wagglers work fantastically. They show up even the most tentative bites, i even made some scaled up ones which i used in the sea. You can get them unweighted so you can fish them as a sliding float in deep water. We used to use those bubble floats surface fishing dog biscuits for carp, they were just there as weight as you could see the carp suck the bait in. Might work with a grasshopper for trout.

I just use a length of mono and tie a stopper knot I find it works really well and is quick to tie...I also use a bead each side of the float
