I have gone out of the heads and head towards the HMAS Canberra, when I see a dive boat there I avoid the area because of the difficulty of seeing a person in the water. When the dive boats are not there, I go over the top running my sonar just to look at the image that it has.
Picking up and dropping off at a pier where there are divers is an awkward situation. I think basically if there is a danger to the person in the water, then the boat skipper must avoid putting that person into danger.

As far as I am aware there is not any laws that prohibits a boat operater from being within 100m of a diver down flag, the law reads that the boat operater must travel no faster than 5knt within 100m of any diver down flag. In other words just use common sense, avoid divers if possible and If you must be within 100m of a diver down flag slow right down and take all safety precautions possible.

That is exactly right. 5 knots within 100m of a flag. Nothing saying you can't get within 100m if you happen upon one

That is exactly right. 5 knots within 100m of a flag. Nothing saying you can't get within 100m if you happen upon one
If a dive flag did constitute a 100m boating exclusion zone, it would be a handy asset to float behind the boat during snapper season!

Yeah, bit of a shame though. Imagine being able to put up the diver down flag when you're anchored at your fav snapper spot and no c*** could come within 100m of you
