Its all about what is allowed per person. Realistically he should only be fishing 2 or 4 (depending on situation) as "he" is the one technically fishing, however once the camera is off, an extra person is fishing right away.
I doubt that's legal?

Got checked by fisheries on the Murray back of Cohuna, classed as NSW water. two bait rods in water, two trawling rods with lures set up, another light yellow belly rod set up not in use, the guys were good checked my bait eskies, licence for boat and fishing licence safety gear ect. at the end they said each rigged rod not in use is classed as in use, fine $500 per rod, i stood up cut the lures and hooks off, thats what we wanted to see they said. i was lucky and now know. are vic rules the same ?
