so if you can only have 4 rods in the water ('offshore'), can you still have a few extra rigged 'unused' rods in the boat with you?

I read it as rods in use... all other rods rigged but not in use are fine left in the rack.

When I go pier fishing I usually bring 8 rods in my fishing trolley but only use 2 to 4 depending on the species I'm targeting.

I got fined years ago under the Westgate fishing for Jewies. I had two rods out while fishing for live bait with another. It is classed as an estuary, so only two rods allowed. Fair enough too, my bad, I should have known better.

That is harsh mate as the dividing line is the imaginary line on the downstream side of the bridge.

Conceivably you could fish the downstream section of the Yarra below the imaginary line at the bridge (designated as marine waters) with 4 rods and at the same time fish above that imaginary line (designated as inland waters) with 2 rods. This being a total of 6 rods. How is this viewed by authorities? I couldn't see anything in the rules to clarify this unlikely scenario apon brief inspection.

Are these laws somewhat recent? I've seen videos of Lee Rayner whiting fishing with like 10+ rods in the water.

i would imagine he would have extra people in the boat.
Its all about what is allowed per person. Realistically he should only be fishing 2 or 4 (depending on situation) as "he" is the one technically fishing, however once the camera is off, an extra person is fishing right away.

In Vic it’s lines in the water as stated. In nsw I think it is it’s rigged rods. From memory and don’t quote meyou could only have 2 rods rigged per person on the Murray for example. You could have other rods but couldn’t have lures attached.
