Have you fellas ever surfed? A wetsuit is called a wetsuit because it is designed to be worn wet. A dry wetsuit with a spray jacket over the top will boil the **** out of you inside 15 minutes and they can be a p**** of a thing to get on and off. Bare legs or some tights, and rug up the torso, with light spray jacket on wet or real bitter days are probably your best bet. If I had to wear a lifejacket beach fishing I reckon I'd stick to something else.

the pants will be constantly wet in the surf when casting.

Yes hornet. That could work but beach conditions can be very variable and you still might find yourself uncomfortably hot on milder days/nights. You can get knee length wetsuit bottoms which could be worth thought as well.
I'm fortunate that I can cope with cold as long as my torso is warm and dry. I just don't like wet stuff round my legs and a bit of sand inside the suit can add to the pain.

Nice warm jacket. Boardies. Neoprene booties and a pair of seal skins socks is what I wear.
Last year bought a pair of Scott lovig pants. Wore them recently for a beach launch session on the boat with the above booties. I reckon they’d be good on the beach if I was determined to go on a bitterly cold day. Having said that. Ya just keep moving and you don’t get cold wearing the boardies.
